I heard that AW didn't copyright 3.1 internationally, only for the US.. so
they can't stop 3.1 univs outside of the US.... if this IS true, why can't
they just copyright it internationally?

There is no such thing that copyright only for the US. Under the Bern convention any product/art/work which is covered by copyright (and you don't have to register it!) is protected worldwide in the undersigning countries.
Maybe you think about "trademarking" but that is a different issue. Best of my knowledge the technology is not patented anywhere though :(

People outside the US are more immune to prosecution by US companies because
in order to file a lawsuit against someone in a foreign country for somthing
like copyright infringement the company filing the lawsuit would have to pay
to extradite the person (pay for them to travel to the US to stand in
court).

You cannot extradite a foreign citizen for breaking a law that may only
apply in your country and not in theirs. If that were true a person who spit
on the sidewalk in America could be shipped off to Singapore to be charge
for breaking one of their laws.
Number two, international copyright laws are
recognized...well...internationally, therefore, the citizen who is
infringing on the copyright would be charge in their own country for doing
so, since it is illegal in that country. If anything, the company would have
to pay for one of their own to go to that foreign company to press
charges...
This is a pretty simple explanation; I have no doubt the truth of the matter
is much hairier than this.

in belgium , there was a big discussion when napster got out . allthough it
isnt 100 percent legal , but the gouverment said as long as you download and
copy for personal use , that means not make copies for other ppl or sell
copied software , it is tolerated . so i copy music , download music at
willl .

Copyright laws are... well... not anti-spitting laws. Copyrights are
protected through international treaties. Oh and BTW, spitting is illegal in
the United States too (although it is NEVER enforced).

It would be more atune to an American spitting on a person from
Singapore, then they probably could ask for the person to expidited.
Would the country do it? Probably not. You'll find that countries are
very protective of their citizens.
