I think you should be able to have your blocking options stored, so you can
keep someone blocked *without* having them on your contact list! It is very
annoying because my contact list sometimes gets very full and it bothers me.

Is it really that hard for AW to donate a few kilobytes of extra memory on
each citizen for off-contact list blocking options?!

This type of thing has been requested at least 5 times now. It is something
that we would all like to have and I wonder how long it would take AWI to
implement it.

A better option would be to make the contact list with a folder tree (much
like the contact list in Xelabot). That way you can group contacts, and
expand the trees for only the contacts you want to see. You could keep
groups of Friends, PKs, Teachers, and Blocked etc.

And make it so that the blocked list does not affect the limit on numbers of
folks on contact list and also that the list itself is not limited in
numbers of folks blocked.

I agree to those ideas also, I really hope AWI gets around to it!

It shouldn't be too hard to impliment. If floating tabs were easy enough,
this should be no biggie.

Easy enough? The floating tabs aren't fully dockable (not using MFC, according to Shamus) and have other problems: http://tnlc.com/eep/aw/improve.html#tabpane

It was 3.5 when they added the separate tabs. Your site said 3.4. ;)
