Perhaps a range of (unreasonably high) citizen numbers could be reserver for
this purpose, never to be actually issued to a citizen, but rather to be
assigned to whoever gets them on a per user per world basis, so that "if" a
tourist (or anyone else) applied to a world to get one of these numbers,
they would get one that was not assigned yet for that world (if they were
granted one at all) without regard to who might be using that number in some
other world. Not sure how well this would work, but I just thought I would
toss that in there in case it might solidify the original idea a bit.
