You can use the skin to skeleton tool,

Can we see a screen shot?

I'm going to assume you are working in the workspace and not Model side (though the principles are the same).

If you want the clothes to stick to a body that is rigged with a skeleton, you need to attach the clothes to the skeleton, and then assign weight painting. The skeleton needs to control both body and clothing to work (basically, the movement of the skeleton "pulls" vertices on the models with it, to make them move). Treat it pretty much like attaching the skin to the skeleton.

You might want to use Attach Skin to Bone and attach it only to the relevant bones (eg a sweater doesn't need to be connected or associated with the feet, so no need to attach the sweater to the whole skeleton). You should find a bit of a write up about Attach Skin To Bone that ought to cover this, in the manual.

You can do this on Model side with the Model side skeletons, but those work less well than the workspace.

If you are just moving static figures around the scene and want the clothes to follow, you just need to use the Encapsulate in 3D tool (or the Glue tool if you are working Model side).

HTH!

Tom

PS edited this as I said Attach Object to Bone which won't work, you need Attach Skin To Bone.
