it should be citizen names instead of citizen numbers because you cant
remember every citizen number there then u have to clear the rights and
start all over again

No way, cit numbers would be much easier.
Like Strike said, use a bot to find someone's cit number. Evolution is the
easiest to use for that.

This would not work because the world rights lists are limited by a
maximum number of characters. It is already hard enough to put in a big
list of numbers (as you are always having to trim it down to add in new
ones). Just imagine having citizen names which are longer than 6
characters... meaning you could only have half as many people having a
certain right, if that since some people have really long names.

Guy1: OMG NO I CHANGE IT NOW *changes name*

Guy2: *changes name to Guy1 and becomes world owner*
