it should be citizen names instead of citizen numbers because you cant

No way, cit numbers would be much easier.

This would not work because the world rights lists are limited by a
maximum number of characters. It is already hard enough to put in a big list of numbers (as you are always having to trim it down to add in new ones). Just imagine having citizen names which are longer than 6 characters... meaning you could only have half as many people having a certain right, if that since some people have really long names.
