Its only just occurred to me as odd to be honest, but why is it the
Immigration Officer that says the universe and world welcome messages? Maybe
a legacy thing, but there's certainly no need now, especially for the world
message.

Could it just be a message without a "speaker"?

Yeh, it should be like a console message, allowing colors, bold, and
italics, too. :-)
