Some How you need to work on a proxy thingy so it won't say you all ready
have a card when someone in your home is playing bingo and you want to play
and you can't cuz they are playing cuz you have the some ip# as them and it
thinks you all ready got a card cuz of the ip#...

It should do one per citizen number. That way it would allow proxy :) Doing
it by ip isn't a great idea. Think about the people that plays in bingo in
your home and your brother can't play because of it. Instead by ip, why not
cit #?

But how exactly does it know for sure that you're not just trying to get two cards with a spare citizenship?

Some how they can do something about that to make it better to use proxys or
whatever they have to do about it. I'm sure they will think of something.

One word: Privlidges.
When you assume someone's privs you actually assume their citizen number as far
as the worldservers are concerned. For example, if I, citizen 305004-Wing were
to give my privlidges to citizen 305003, and they were to go play bingo ON my
privs, they would enter the world as citizen 305004-ButterflyJess. When I went
to play bingo, the server would register me as 305004-Wing and would not allow
the second instance of the citnum to get a card.

And what exactly would this "proxy support" do?

I don't quite understand your post. The bot programmer is supposed to "make it better to use proxys"? How might that work?

Well, yes, if people has a spare citizen they can play if it works on more
than one ip. But still, they should think of others that aren't trying to
cheat, but wants to play badly but the person can't because someone else is
already playing in the house.

Most times, there are two bingo worlds open. Can one person not play in each?

Well, the only thing though is that one opens later before the other one and
I'd like to play than wait a couple more hours for the other one to open.

Then do so :)

Really, it's impossible to please everyone. Take what's available or don't play at all. I don't see a reasonable way to do anything
about this, other than only play one card in one world at once (which is possible, I'm sure). If you do have a suggestion, please
describe it in great detail.
