This page (http://www.caligari.com/products/trueSpace/ts75/Brochure/animation.asp?Cate=BAnimation) says:

“Facial Animator uses a sophisticated neural network-based Lip-Sync engine, to enliven characters with realistic expressions to accompany speech, created directly from a sound file by generating human facial muscle movements for the entire human face.”

Are those animations morph or skeletal?

They are morphs and not skeletal.

Do note that this tool exists in the legacy Model side only, and is not part of the new suite of animation tools in tS7.5. You can find more information (and examples) about this tool in the tS6.6 and tS5 brochure pages, as that is when the tool was introduced.

HTH!
