I have setup so that the wire under the mouse changes its colour. Works so far. Until i touch move, rotate or scale button for world navigation. Then the wire doesn't longer change its colour when over it. I first need to select another object. And yes, i have clicked into workspace to give it the focus back.

Mouse over the cylinder:

Now i zoom a bit, click into workspace to give it back the focus, and again, mouse over the cylinder. No pasa nada :

Confirmed. Not seen that before because I tend to use the view navigation widget as against the icons for camera move/rotate/FOV and it doesn't happen with the widget.
