Can we have a characters weight paint the same on both sides of the body so there elbows,shoulders,hips,knees are weighted equal = ?

No, weight painting is applied to mesh vertices for a specific bone.


What you can do for greater control is to use Convert Soft Selection to Skin Weights. Although it says soft selection, any point edit selection works. So if you were to use point edit to select the equivalent mesh for weight painting your right arm and left arm bones, for example, you'd get the same weight painting results.
