IE is not necessary for 98 but I read it was hard to install without
damaging the OS.
I did not try as I don't have 98 - but all german PC magazines reported
about that.
They also report about 3rd party uninstallers and uninstall hints, I'm
sure a search engine will find them.

p.s.:
If I am informed right M$ had a lot of trouble because of this :)

Requiring payment to get a current version? I don't think so.
