Uh, ANYTHING beats Notepad, Wing...UltraEdit (http://ultraedit.com/) blows it away, for example.

As for Dreamweaver, I tried it a couple years ago. It wasn't WYSIWYG. It still mangled the HTML file. Perhaps it's changed, but I no longer care.
