I thought I'd bring this from SW City Radio,

It's a good idea that when your citizen expires, only you can renew it for 1
or 2 years, after that period anyone else can register the citizen
number....
For those of you who dont know this subject simply listen to SW City's
latest radio episode.

No way......I've been in here for 6 years and i dont want no one taking the
