A feature that allows us to disable encroachment for any build where we are
wanting to share build space with other citizens as an example tourists
already do this... to be set up like the rights box in worlds but on cit
settings

An option to have the registry not check for things ppl with ED or CT rights
are building.

Yea but that causes a problem when the original user tries to build on top.

Not if the CT changes the cit# of the added objects to the one of the
builder. In example adding street lights to a road.
