That can be done if no other objects by that same citizen is touching
the one you are trying to change.

Though I do believe that if you had ED rights, it would be good to be
able to do as you've mentioned above.

To allow changing objects when there are others on top of it, allow
changing of citizen numbers on multiple objects (so you can simply select an
entire cell and change them all)
