Well, one possibility might be to allow a bit to be saved in a person's
registration information that they could toggle to indicate weather or not
it was okay (at that time) for anyone to search for their property by their
name or citizen number, allowing them to block usage of that field to locate
their property. Of course, I would think the owner of the world maybe
should be exampt from this block.. but then again maybe not.
