Since there is a "Whisper as console message" box in Global Mode, why can't
enter be used to send console messages to all in the regular console message
box?

In the chat boxes, eg. Chat, Whisper, Console Message, Command, why doesn't
pressing enter in Console Message send to all?

It only sends to those who are on whiper list. If you right-click on
the presence list, there is a menu item called "send to all" :)

And also, if you right click in the chat input box, you can also send
to all :)

I meant for convienience, so it would be easier to send to all. Perhaps make
it possible to change what pressing enter does?

Well, I personally do not think it would serve most people's
convenience. Sending to all puts a heavy load on the world server,
and I prefer to restrict it. So I did not make it a default setting,
but it is available. For bots using scripts, it can be made default,
but it should be used very discreetly.
