Yesterday I realized something - I have some moving objects with the bump
command, and, some of them require you to be moving to work, and others
don't. So today I tried creating all sorts of experiements to figure out
the difference, and only had confusing results.

I had a walk001h object on its side move north-south, and it took 8 seconds
to reach me. I'd be holding still all 8 seconds...so anyway when it touches
me I teleport somewhere. Now, this does not work at 0.0 meters altitude,
the wall just goes right through me harmlessly. However if I raise the
floor up to about .5m or so, I could be idle and it would work.

Exxxccept this does not seem to be the case at some other builds, like one
with raised floors to 4m, but it does at the experimental zone...it's real
flakey like that. Doesn't make sense >_<

So what exactly is the scenario you have to be in to get bump commands to
work when idle?

Looks as though I'll just have to resort to using signs that people can
click on to get to the 2nd & 3rd floors as well as (when built) the
basement (a teleporter would be too big of an object to put in there no
matter WHERE I put it).

You should try it out at least, PCH. Seems like it works only 50% of the
time or so. Hope it works for you. :)
